Brief History

The SWAP initiative was born from disparaging remarks, made at the 2001 RVTEC conference in Rhode Island, regarding data transfer during joint vessel operations. Dr. Alexander (Sandy) Shor, then Program Director Oceanographic Instrumentation & Technical Services Program for the NSF, took these remarks as the commenter "volunteering to fix the situation".

Let that be a lesson.
